Technical Assistance Project to State and Entity level Ministries of Finance

During the period from March 2011 – September 2011, INNOVA had a contract wiht SIDA ( Sweedish International Development Cooperation Agency ) to provide a technical assistance on the Project to State and Entity level Ministries. The project was designed for BIH Ministry of Finance and Treasury, Entity Ministries of Finance. The main objectives of the project were to provide harmonzed budget calendar, technical budget procedures, and instructions at all levels, to implement multi-annual budgeting and to provide an improvement of the link between budget allocation and priority policies of the governments.

Within project INNOVA was hired to perform:

• Training and supervision of the Budget Analysts in preparation for the 2012 Budget cycle,
• Technical assistance concerning development of specific budget instructions,
• Provide training and guidance to Finance Ministres´Budget Sector staff in the process of preparation on recommendatins on expenditure policy priorities and budget ceilings,
• Techical advice and assistance related to the IMF negotiations and Fiscal Council work.
