INNOVA Management Consulting was awarded with a contract for implementation of „ Development of Child sensitive budgets in target municipalities“, a programme component under SPIS Project – Enhancing the Social Protection and Inclusion System for Children. INNOVA consultants will work closely with the selected institutions, municipalities and CSO´s representatives, helping the project to envisage further major and sustainable innovation to policy-decision making process and the medium-term and annual budget processes and procedures consistent with the capacities. Project will use Comparative Analyses of Payments Tool (CAPT) methodology as previously developed within SPIS but now tailored for specific institutional needs and applied to one of the identified institutional programme(s). Selected institution will present it in its final budget request tables for the 2013 annual budget and the 2013-2015 Budget Framework Document (medium-term budget planning process). At the same time this process will encourage the management of selected institutions to support the development of internal procedures (using the recommendations from the project final document) to bridge the gap between the organization’s policy objectives and budget allocations.

BAS activities are aimed at promoting gender equality as an important component of the transition process. A core focus in countries of operations is on helping to realise the potential of women in the MSME sector to contribute to economic development. Reflecting this, over 15% of BAS projects have been specifically targeted at supporting women-owned and women-managed enterprises to address their specific needs. Increasing this ratio further is a strategic priority for BAS activities in the period 2011-2015. In general, women face common problems caused by poor enforcement of gender equality laws, the traditional gender role division, and labour market discrimination. They are discouraged to work or pursue careers, unemployment is high, wage gaps are large, and women’s political activity is poor. The overall objective of the consultancy services is to promote women entrepreneurship in Bosnia and Herzegovina, Croatia and Serbia in order to support economic development and the transition to a market economy. The purpose of the project is to improve transparency in budgeting by ensuring the use of programme budgeting principles through identification, creation, design, development and monitoring of adequate projects, and reflecting the main priorities of citizens at State and local level through programme/project based budgeting.

We are currently writing a business plan for our long-standing business partner, one of the leading Bosnian-Herzegovinian companies in the production of fresh and frozen chicken meat and processed meat. They have plans to expand volume of production and to increase market share in Bosnia and Herzegovina and also to export their products to the markets of neighboring countries. Company plans to finance this investment with a bank loan at Bosnian-Herzegovinian bank market. In order to succeed they need a good business plan that will confirm profitability of investment in new slaughterhouse. We are currently in the final stage of writing the business plan that includes market and company current situation analysis and financial projections of company operations after the implementation of the planned investment.
