UNICEF SPIS / 2010
INNOVA was awarded a contract by UNICEF to conduct a study concerning vulnerable groups of children, the policy framework and strategies supporting services for social protection and inclusion of children in BiHwithin its framework project "Enhancing the Social Protection and Inclusion System for Children in Bosnia and Herzegovina". The project is a three-year ongoing program of support to Bosnia and Herzegovina to meet the conditions for accession to the EU from the viewpoint of social protection and children's rights. Donors for this project are the Government of the United Kingdom - Department for International Cooperation (DFID), the European Commission and the Government of Norway. Primary partners of UNICEF for coordinating the state, entity and cantonal ministries responsible for social protection, health, education, human, and children's rights in this project are the Ministry of Civil Affairs, Ministry of Human Rights and Refugees, and the Directorate for Economic Planning. The project aims to strengthen multisectoral access to protection and inclusion of children. Through a unique approach to planning, policy development, implementation and control, the project will be adequately defining the functions, roles and strategic objectives in the areas of education, health, social protection and other relevant sectors. Those measures will attempt to solve the problem of children and families in general being excluded from the system of social protection.
USAID TARA / 2010
The United States Agency for International Development (USAID) hired INNOVA to conduct evaluation of its ongoing tax reform project. USAID through Deloitte Consulting LLC is currently implementing the Tax Reform Activity (TARA) Project in Bosnia and Herzegovina. The TARA Project, designed as a four-and-a-half year activity to assist with the reform of direct taxation in BiH, is scheduled to end in September 2010. USAID is interested in evaluating the project’s progress to date, , its overall impact on the BiH tax system and, in particular, its contribution to the improvement (if any) of business enabling environment. The evaluation will also assist USAID to identify any gaps or potential risks to realizing and maintaining the full impact of the TARA project on BiH’s fiscal system.
Gender responsive budgeting / 2009
UNIFEM hired INNOVA to develop a methodology for gender responsive budget analysis of selected sectors at the Federation BiH Government level and carry out the analysis, and train Federation BiH Gender Centre staff and other relevant stakeholders on integration of gender into entity and cantonal policy and budgeting process.
Strengthening Public Expenditure Management, Phase III / 2009
The SPEM III project is intended to build on the work of the previous two projects by further institutionalising and deepening medium term government budget planning processes and link those processes to the policy making process across all levels of Government in BiH. The project will also aim to enhance the role of the BiH Parliaments and Civil Society Organisations (CSOs) in the budget process by strengthening their capacity to scrutinise and analyse budget policies and spending plans.
Cost-benefit Analysis for improvement of inclusive education in BiH – August – October 2008
Save the Children UK hired INNOVA to examine whether the costs of integrated inclusive education models in BiH education system are cost effective. INNOVA will be responsible for producing a projection of potential costs and quality benefits of running specific inclusive education models nationwide compared with the current education model.
Pilot study on rationalization/optimization of primary schools’ network in the Municipalities of Banja Luka and Sanski Most – July - December 2008
The OSCE Mission to Bosnia and Herzegovina, Education Department hired INNOVA to conduct a pilot study and propose an action plan in a targeted area in Bosnia and Herzegovina. The goal of the consultancy is to complete a proposal for the school network rationalization/optimization and develop possible options for future restructuring of the school networks within the unit. The study will include an assessment of demographic, geographic, economic, cultural and educational variables and a proposed action plan for school rationalization efforts within the City of Banja Luka and Sanski Most Municipality. The result of this study should ensure progress towards networks that will maximally guarantee educational quality and relevance for all children irrespective of their gender and geographical, social, ethnical, or cultural background, while at the same time taking cognizance of economic rationalization and economic resources.
Education Budget Analysis with Focus on Marginalised Children – January – April 2008
In January 2008, INNOVA was awarded a contract by Save the Children UK to analyse Budget Planning Processes in Primary Education in Bosnia and Herzegovina with Focus on Marginalised Children. INNOVA was responsible for design and implementation of the research project in order to review and evaluate the capacities and competencies of the country’s Ministries of Education to follow up on their declared commitment to incorporate inclusive education principles into the primary education system in BiH. The research focused on whether and how these institutions plan and implement their budgets to meet the needs of marginalised children (i.e. Roma children and children with special needs).

INNOVA was contacted by POPULARI and European Policy Information Centre (EPIC) to conduct an assessment of SME policy in BiH. The findings were presented at the conference titled “The future of economic governance in Bosnia – What next?” that took place in Sarajevo in October 2008.
Development of a Strategic Financial Plan – November 2007 - January 2008
In October 2007 INNOVA was awarded a contract by the Quality School International, with headquarters in Ljubljana, to develop a strategic financial plan for its branch in Vogosca/Sarajevo. The objective of this assignment was to prepare medium (3-year) and long term (10-year) financial plans for the school. These plans have enabled the School, in the medium term, to eliminate its arrears and, in the long term, should enable it to buy land and build a new school.
A Scoping Mission to Review the Existing Arrangements for Civil Society and Parliaments in Public Expenditure Management in BiH – August 2008
As part of this assignment INNOVA provided supported to DFID in reviewing the current involvement of the Civil Society Organisations and Parliaments at the BiH and the Entity levels in budget cycles in light of a wider DFID scoping for a new public finance management project 2009-2011.
Strengthening Public Expenditure Management (SPEM) – July 2007 - March 2008
In June 2007 INNOVA joined PKF in implementing the Strengthening Public Expenditure Management Project in Bosnia and Herzegovina. The project was funded by the UK Government’s Department for International Development and was tasked with providing technical assistance to the BiH Ministries of Finance since March 2005.
The aim of the project was to improve consistency between government policy objectives and budget allocations through implementation and strengthening of medium term budget planning processes at the State, Entity and Canton levels. Over the period 2005 - 2008 the project worked closely with the Budget Users at all levels of Government to build skills and institutional capacity in budget planning and preparation. This involved the introduction of new business processes supported by a comprehensive programme of training and extensive on-the-job technical assistance.
Institutional Appraisal of the BiH Ministry of Security – June - August 2007
As part of a programme of technical assistance funded by the British Foreign and Commonwealth Office, INNOVA engaged a team of local and international consultants on an institutional appraisal exercise to establish functions, capacity and competencies necessary for the BiH Ministry of Security to have in order to carry out its current responsibilities and those which might be anticipated over the next 3 years and, as a result, inform the Ministry’s development plan over the next 1-2 years. The assignment also covered capacity building in strategic financial planning and management in the Ministry. Our analysis has quickly become a main reference point for other similar donor funded technical assistance programs.
